Food insecurity in particular is at emergency levels. On 22 October 2015 three UN agencies alerted that Integrated Food Security Phase Classification (IPC) estimates that 34% of the South Sudanese population (3.9 million) are severely food insecure (3.1 million in Crisis -IPC Phase 3 and 800 000 in Emergency IPC phase 4). Of most concern are the estimated 40 000 people in Unity State who face catastrophic conditions (IPC Phase 5). A further 3.7 million people are in stressed food security (IPC Phase 2). The most affected areas are the three conflict affected States, namely Unity, Jonglei and Upper Nile States, with the Leer, Guit, Koch and Mayendit Counties in Unity being the worst affected ones. An urgent and immediate humanitarian access allowing the much needed humanitarian assistance to reach this population is needed to avoid this situation to further deteriorate.
